Brian K. Lamb, CEO
Mr. Lamb is the Chief Executive Officer of the Meritus Corp. The firms service lines include CAMS, DMS and Sunstone, which consist of over 50 professionals who provide financial and management services for both the private and public sectors in over 100 planned communities and associations. His experience with municipalities, special taxing authorities, land development, real estate, sustainable home building, homeowner and condominium associations provides a comprehensive bandwidth regarding community needs and logistics to resolve challenges.
Mr. Lamb has spent over twenty years in banking, management and finance fields. Additionally, he frequently provides expert testimony on special assessment benefit methodologies and consults on a national basis.The leadership of his companies and team of industry professionals are proven with their involvement and service provision for financial and management services to over 150 special taxing districts and communities. These include assisting in public financing, assessment methodologies, assessment roll administration, construction management, association/condo management and operations.
Currently Mr. Lamb serves as the President of a non-profit, Community Partners in Revitalization (CPR) which focuses on urban economic improvement programs to allow for revitalization of recreation and habitat facilities. http://www.cpr501c3.com/
Peter Altman, Regional District Manager
Peter is active in servicing the Nature Coast of Florida.He is a native resident with a BA in Business from USF as well as a former private practice CPA.Peter has served as City Councilman and Mayor of New Port Richey, Pasco County Commissioner, Chairman of the Pasco County Metro Planning Organization and Tourism Development Council, and as a former board member of the Florida Redevelopment Association.
In addition, Peter was one of six Public Officials to form the Tampa Bay Water Agreement which ended the "water wars" in Tampa Bay and brought solutions to the over pumping at regional well fields and the shortage of available potable water. His experience in local government and municipalities allows him to apply his expertise in the establishment, financing, assessment methodologies, and management processes for our clients.
Peter's mission now is to apply his skills at problem solving and economic development to the Community Development District area.By applying good business planning at the formation stage and solid management practices to the operation of Districts, Peter sees a positive long term future for the self governance of Florida's newest communities.This will only occur through open disclosure and constant education and communication with the constituents of all Districts that District Management Services manages.
Steven Connolly, Director of Accounting Services
Mr. Connolly attained the Chartered Accountant qualification from the Institute of Chartered Accountants in England and Wales and has been involved with auditing and accounting firms and practices for over 30 years, the last ten of which have been in the United States.
Being involved in over 50 audits of community development districts and having experience in a variety of industries, Mr. Connolly has the insight necessary to provide strong leadership and direction to the Accounting Support Staff within District Management Services, LLC (DMS). His ambition, dedication, and diligence prove him to be an extremely valuable asset within the DMS team.
Administrative Support
Our Administrative Support Staff fills our office with a wide array of backgrounds and experience.This favors DMS with over four decades of cumulative experience and the familiarity of business in the public, private, and not-for-profit sectors.
All of DMS Staff are certified Notary Publics.Expertise is also recognized in areas such as public administration, records management, government, business administration, and information technology.

Our Accounting Support Staff contributes greatly in undertaking the high demands of the Community Development District business.Holding credentials ranging from degrees in Accounting to Finance, they are completely prepared to perform their duties with paramount proficiency.
