 About Us 

District Management Services, LLC is a financial consulting and management firm consisting of a team of professionals who provide multiple services to the development and community residential services industry, as it relates to community development districts and special taxing districts. Our team's organizational structure ensures that we deliver the expertise, experience, dedication, and commitment to quality services that will not only meet, but also exceed the expectations of client.

The State of Florida has thousands of special taxing districts and well over 400 community development districts that demand professional management services. Our firm members have been involved with over 150 community development districts and/or special taxing districts throughout the state for over eight years.

Brian K. Lamb, CEO

 

Brian has over 15 years experience in commercial banking, management and finance within both the private and public sectors.  He attended Valdosta State University, Georgia Military College, and the Community College of the Air Force.

Prior to forming District Management Services, Brian was a manager with Severn Trent Services, Inc. - Moyer &  Associates Division and Rizzetta & Company, Inc.  During this period, he was involved with and responsible for all aspects associated with the creation, bond financing, assessment methodologies, management, assessment roll preparation and operation of over 150 community development districts throughout the state of Florida.  He has successfully managed over 150 employees, 30 contracts and was responsible for the creation and administration of annual operating budgets totaling over $20 million.

Brian's responsibilities include the consultation associated with all aspects of community development districts to include establishment, bond finance options, accounting functions, management, compliance issues, investment management, and on-going operations.  Brian's day-to-day strengths include communication and relationship building with County officials, district supervisors, and associated key personnel to ensure that the required level of service is maintained or exceeded.  Additionally, Brian has a keen familiarity, experience, and understanding of the value of public/private partnerships.

Peter Altman, District Manager

 

Peter is active in servicing the Nature Coast of Florida.  He is a native resident with a BA in Business from USF as well as a former private practice CPA.  Peter has served as City Councilman and Mayor of New Port Richey, Pasco County Commissioner, Chairman of the Pasco County Metro Planning Organization and Tourism Development Council, and as a former board member of the Florida Redevelopment Association.

 

In addition, Peter was one of six Public Officials to form the Tampa Bay Water Agreement which ended the "water wars" in Tampa Bay and brought solutions to the over pumping at regional well fields and the shortage of available potable water. His experience in local government and municipalities allows him to apply his expertise in the establishment, financing, assessment methodologies, and management processes for our clients.

 

Peter's mission now is to apply his skills at problem solving and economic development to the Community Development District area.  By applying good business planning at the formation stage and solid management practices to the operation of Districts, Peter sees a positive long term future for the self governance of Florida's newest Communities.  This will only occur through open disclosure and constant education and communication with the constituents of all Districts that District Managements Services manages.

Steven Connolly, Director of Accounting Services

 

Mr. Connolly attained the Chartered Accountant qualification from the Institute of Chartered Accountants in England and Wales and has been involved with auditing and accounting firms and practices for over 30 years, the last ten of which have been in the United States.

 

Being involved in over 50 audits of community development districts, and experience in a variety of industries, Mr. Connolly has the insight necessary to provide strong with his wide  leadership and direction to the Accounting Support Staff within District Management Services, LLC (DMS). His ambition, dedication, and diligence prove him to be an extremely valuable asset within the DMS team.

Anthony Canorro, Assistant District Manager

 

Tony brings an extensive military leadership and project management background to DMS.  A veteran of nine years of military service as a Commissioned and Noncommissioned Officer, Tony was responsible for the stabilization, security, and economic development of a 150 square mile sector of the Diyala province of Iraq during 2005.  During that time, he oversaw two national elections, one local mayoral election, and was awarded the Bronze Star and Army Commendation Medal for Valor while leading his Platoon on over 150 combat missions.  He additionally facilitated and managed the construction of a water plant, multiple schools and bridge construction projects, and employed 85 Iraqis in an Adopt-A-Highway program.  Tony is a graduate of the University of Washington, the U.S. Army Ranger Course, the Primary Leadership Development Course, and the U.S. Army Officer Candidate School.

 

More recently, Tony was responsible for the development and management of 31 communities, including permitting, project bidding, construction plan review, contracting, site development, road, drainage and utility inspections, storm water maintenance, landscaping and final project acceptance.  His hands on experience in all aspects of community development will provide him the necessary tools to be an invaluable member of the DMS team. 

Leah Johnson, Financial Analyst

 

Ms. Johnson received her Bachelor of Science in Accounting and brings over 11 years of accounting and finance experience in banking, utilities and district management. She assisted in a financial analysis role with several high scale projects while employed by JP Morgan Chase that led to substantial increases in the revenue base. Most notably was her contribution to the Mumbai Project, which served as the foundation for international operations in the retail services division. Additionally, she served as a Sr. Business Financial Analyst with Progress Energy, assuming the responsibility of financial reporting in the Energy Services division and a variety of financial analysis functions. She successfully implemented a monthly executive reporting package that proved to be very effective in gauging performance and setting financial metrics. Her expertise in financial analysis and reporting has provided for a complementary partnership with the DMS team.  

Administrative Support

 

Our Administrative Support Staff fills our office with a wide array of backgrounds and experience.  This favors DMS with over four decades of cumulative experience and the familiarity of business in the public, private, and not-for-profit sectors.

 

All of DMS Staff are certified Notary Publics.  Expertise is also recognized in areas such as public administration, records management, government, business administration, and information technology.

 

With such diverse knowledge in all facets of administration, our Administrative Support Staff will, without a doubt, be prepared to act in accordance with your needs in an effective, proficient, and ingenious style.

 

Accounting Support

 

Our Accounting Support Staff contributes greatly in undertaking the high demands of the Community Development District business.  Holding credentials ranging from degrees in Accounting to Finance, they are completely prepared to perform their duties with paramount proficiency.

 

DMS is proud to boast over 100 years of cumulative accounting experience under its roof, with expertise encasing all aspects of Accounting.

 

With in-depth comprehension and understanding in areas such as non-profit, governmental, real estate, construction, and auditing, our accomplished Accounting Support Staff will provide the necessary service for your specialized needs.
